Technically, he didn’t raise taxes “once”. He raise them several times.
And, in Democrat-speak, “lower” means “less than I wanted to”. Therefore, what he really said was, “I didn’t raise taxes just once; I did it every chance I got. But I didn’t raise them as much as I wanted. Worship me, you ignorant peasants!”
