In June of last year, with much national media fanfare, the City of Philadelphia passed a dishonestly named “soda tax.”
The levy of 1.5 cents per ounce, which taxes not only sugar-sweetened beverages but also drinks containing “any form of artificial sugar substitute, including stevia, aspartame, sucralose, neotame, acesulfame potassium (Ace-K), saccharin, and advantame” after it took effect on January 1, was supposed to raise over $90 million.
Actual collections are falling far short, and appear to be in decline. The national press is uninterested in reporting this result.

As so often happens when there’s a pot of money and politicians nearby, the funds have been raided for other things. As a result, as of now, “nearly 20 percent of the money raised would go to other city programs and employee benefits.” In August, a column at the Philadelphia Inquirer claimed, based on Tax Foundation research, that “only 49 percent of the funding (this year) actually is slated for pre-K,” the primary justification for the tax.

Meanwhile, the completely predictable negative economic effects are piling up. Beverage sales were projected to decline by 30 percent. In the early months, it was more like “30 percent to 50 percent,” and even the city’s original rosy projections estimated slight collection declines in future years. Many Philly residents who are going outside of the city to buy their pop are also buying their groceries while doing so. Within just two months of the tax’s implementation, Pepsi and Canada Dry laid off employees, while a major grocer said “he has had to cut 6,000 employee hours,” i.e., the equivalent of 150 full-time employees, and suspected that “he will lose about 300 people.”

When Ballou High School, once one of Washington D.C.’s worst performing public schools, announced that all of its 2017 senior class graduated with college acceptance letters, the praise was effusive.
Both NPR and the Washington Post ran stories on the miracle school, praising its miraculous feat of boosting its graduation rate from 57 to 100 percent in a single school year.
Thanks to a joint investigation by NPR and local public broadcaster WAMU we know the miracle was cheating. According to the WAMU story Wednesday, many of the students Ballou graduated had missed so many classes they should have been ineligible for their diplomas.
D.C. Public School policy states students who miss more than 30 days of a course automatically fail that course. Records compiled by WAMU showed 141 graduating seniors had at least 30 days of unexcused absences and 86 had at least 60 unexcused absences. Roughly 20 percent of the graduating class was absent 90 or more times, or more absent than in attendance.
Well, they intended to go to school, but they just couldn’t get into it, man.

The major problem with government employees is that they come to believe that just because some government employees (such as policemen) have wide latitude in their interactions with private citizens, therefore every government employee has (or ought to have) that latitude.
This is why it is so amazing for me that in-your-face ‘anti-racists’ more often than not promote (quite loudly) programs that would put more and more of our lives at the disposal of such people.

One of Mexico’s most violent and powerful drug trafficking organizations left a bloody message at the offices of a major television broadcaster, Mexican officials said Tuesday.
Authorities discovered a cooler containing two severed human heads outside the Guadalajara offices of Televisa, the largest media company in Latin America, reports Reuters.
On the cooler was a threatening note signed “CJNG,” the Spanish initials of rising powerhouse drug gang Jalisco New Generation Cartel. In another part of the city, police discovered a second cooler marked with threats, as well as a bag filled with what appeared to be human remains.
Sure, open up the borders! Let ’em all in! What could possibly go wrong?

Last spring, graduation exercises were held at one Baltimore high school, 90 percent of whose students received the lowest possible math score. Just one student came even close to being proficient. Parents and family members applauded the conferring of diplomas. Some of the students won achievement awards and college scholarships.
Baltimore is by no means unique. It’s a small part of the ongoing education disaster for black students across the nation. Baltimore schools are not underfunded. Of the nation’s 100 largest school systems, Baltimore schools rank third in spending per pupil.
Baltimore’s black students receive diplomas that attest that they can function at a 12th-grade level when in fact they may not be able to do so at a seventh- or eighth-grade level.
This is why so many jobs today require a college degree — that’s the only way an employer is reasonably sure that the applicant has what used to be considered a high-school education.

The majority of graduating students at a Washington, D.C. high school did not attend more than six weeks of high school, but still managed to get into college, an investigation into the students’ records found.
NPR and WAMU looked into the seniors who graduated from Ballou High School in 2017, a school located in a poverty stricken area of the nation’s capital, to see how much school the graduating students missed. Ballou High School was previously heavily praised for all students in its senior class getting into college.
Almost half of the graduates had unexcused absences that totaled to more than three months of missed school, documents obtained by NPR and WAMU reveal. About 20 percent of the high school graduates were absent more times than they were present for classes, emails and records also show.
The District of Columbia Public Schools system policy states that students who misses a class more than 30 times should fail that class, according to WAMU.

Relying on such advanced materials as perovskites and single-walled carbon nanotubes, the new technology responds to heat by transforming from transparent to tinted. As the window darkens, it generates electricity. The color change is driven by molecules (methylamine) that are reversibly absorbed into the device. When solar energy heats up the device, the molecules are driven out, and the device is darkened. When the sun is not shining, the device is cooled back down, and the molecules re-absorb into the window device, which then appears transparent.

Someone once said, “Just when you think things can’t get any worse, they don’t.” We’re supposed to think that life is self-correcting, that it’s darkest before the dawn.
That’s a comforting thought. Problem is, it encourages a false optimism, especially about our universities. Go back 50 years, and liberals outnumbered conservatives in the academy by 3 to 1. Now it’s 12 to 1. In some departments, like history, it’s 30 to 1.
So if you think things are self-righting, you might expect that we’d snap back to a 3-to-1 ratio. But that’s not going to happen.
