It is January 2015. San Francisco is short of housing in the middle of a tech boom, and most of its land has a 40-foot height limit. You are a developer with investors, three project teams and a list of parking lots.
Pick a site, draw up a proposal, and shepherd it through pre-application meetings, environmental review, the Planning Commission, appeals to the Board of Supervisors, lawsuits, and the permit counter.
Then find out whether it still pencils.
The rules change as the years pass, on the same dates they changed in real life. So do interest rates.
Your investors review you every two years. The bar under the clock shows what they want and whether you are on track. Miss three reviews and they take the fund somewhere easier. Run out of cash and the lenders take everything.
Survive to January 2031, when the state’s deadline for 82,069 new homes arrives, and build as many as you can.
