Allah, the Only Legislator?

“Be part of the project of forbidding man-made law.” Anjem Choudary urges his followers (NRK documentary on Sharia courts in UK, 2011).
Mr. Choudary is definitive: “Allah is the only one to legislate.” (CBS 60 minutes, 2014). There is a difficulty, however — that is not what the Koran says:
“What has been decided by Allah and His messenger” (Koran 33:36)
“What has been forbidden by Allah and His messenger” (Koran 9:29)
In each case it is a joint decision. Two parties are involved — Allah and his messenger: it is clearly stated. Evidently Allah had a partner.
If Shari’a only applied to Arabs, nobody would have a problem with it, just as nobody has any problem with the Torah, which only applies to Jews. But Muslims seek to impose Shari’a on EVERYBODY, and that’s a problem.
