Headhunting in Portugal

A culture-enricher in Portugal (an engineering student, no less) became upset with an acquaintance, so he murdered him, cut his head off, and took it to a police post. One assumes that cultural differences most likely account for his actions.
The victim is said to be an African, but the ethnicity of his decapitator is not specified — we only know that he is a foreigner. However, if he were white, you can be sure we’d hear about it, because that fact would be in all the news headlines.
