“Cost”? Are they increasing taxes? No, they are not increasing taxes. So how can it “cost” anything?
This “cost” is how much the Federal government would not be able to squeeze from the taxpayers if the plan is effected. It presumes that all of your money belongs to the government, and it “costs” them if they have to let you use more of it than they would like.
