He believed it would work on the British because the British conscience was open to moral suasion and guilt. George Orwell observed that Gandhi’s tactics wouldn’t work in the Soviet Union or Nazi Germany, because in those places a Gandhi would be carted off in the middle of the night and shot, probably alongside his whole family.
