Looks a lot like the tires used on the moon buggy.

About five years ago I saw a video clip of some tires very similar to these; the clip showed them mounted on a full-sized car on the road. It was pretty fascinating.
I’ll try to see if I can dig that clip up and post it here.

Okay, the tire was the Tweel by Michelin; just Google Tweel and you’ll find several articles and some video clips.
As for foam-filled tires, they exist. Check http://www.airfreetires.com/
For now they only have smaller commercial tires–mowers, bobcats, wheelbarrows, etc. not an automobile tire. But I don’t see why it couldn’t be applied to auto tires, except possibly for the temperatures generated at freeway speeds.
