Not quite. All planned cities except one are insane.
By any rational measure, Walt Disney World is a planned city. The services, infrastructure and areas are all planned out in advance.
But they aren’t planned by the government as servants of the people for the public good. It’s entirely planned out by a corporation for the greedy purpose of generating obscene profits.
The result is that the public services serve the public, the mass transit system transports the masses, children are safe there, and the place is always clean and safe.
