I really wanted to understand the concept of a concrete aircraft carrier. I’m thinking that maybe you WANT enemies to build concrete boats.

No, you don’t want them to build concrete boats, because it gives them somewhere to practice. Granted it’s not the same as doing launches and traps on a real carrier, it’s still practice.
