One of the problems with treating individuals as merely intersections of their various attributes, such as race, ethnicity, sex, etc., is that it promotes the ignorance of individual behavior and capabilities, such as (in this case) prior evidence that the perp felt at liberty to ignore (a) the law and (b) the rights of others. Expecting somebody with ‘cognitive disabilities’ to be able to overcome these sorts of predilections is setting things up for a huge failure — which actually happens.
