When the Republican Nation Convention was in Houston some years ago, protestors laid down in the street to block traffic and try to make the cops look bad for dragging them away. HPD responded by doing absolutely nothing. (The vast majority of the protestors were from out of state and did not understand the climate like the locals.) After about 15 minutes of laying in the 140+F street, protestors staggered to their feet and HPD politely helped them leave the area.
