Please note that CO2 emissions reductions had NOTHING to do with the stifling restrictions from EPA – or any state agency for that matter.
Efficiency – the desire to reduce cost – is the only thing that drives such improvement.
My neighborhood decorates extensively for Christmas. We used to have all sorts of electric cords running throughout the yards to cover the lights. People even modified their breaker panels to get more circuits. (“extensively” in Texas means “lots more than sanity would normally allow”) Then LEDs became affordable. Now, one circuit can handle more lights than 5 or 6 used to handle. (Depending on the application, the improvement can be as much as 10:1.)
If electric prices start hurting your budget, you spend a little extra and get the higher efficiency air conditioner. You replace light fixtures with LEDs. Rising fuel prices mean power companies have incentive to invest in cogeneration systems that improve thermal efficiency from the traditional 35% to 75% or more. Pollution goes down as a result.

Except that there’s no such thing as ‘capitalism’. More accurately, free-market profit-seeking drives advancement.
