I’m still puzzling over the redundancy “reasonably feasible”…
I suppose it could be justified in the name of national security, since oil is a vital military resource and we currently depend for that resource on governments who are, if not actively hostile, are at least potentially hostile to our interests.
However, I find it difficult to justify considering that most of our vital resources–steel, rare earths, microchips, etc., etc.–are already out of our hands, and have been for some time.
The only way oil conservation will happen is if the price of gasoline jumps to, oh, say $10/gallon.

Just an observation.
People don’t conserve anything until their wallets force them to do so–and sometimes not even then.
