Hint: Pretty badly.
Here’s how the process works:
- Bureaucrats, wanting to increase their power, identify a ‘crisis situation’, typically based on junk science. In order to get the politicians on board, they identify a solution that, just coincidentally, involves a huge payoff to a politically powerful interest group.
- Politicians, willing to do anything that will garner votes and keep them in office, mandate the payoff in appropriate legislation. Unfortunately, since they don’t know what they hell they are doing, they do it wrong, and the system thus put in place crashes and burns.
- The politically powerful interest group refuses to relinquish their death-grip on the payoff. After all, what’s the use of power if you can’t abuse it?
- Rinse. Repeat.
