I’m going to assume that the Bowlingual is nowhere near the cool tech from Up, but TakaraTomy says its as easy as “place the bark-sensor collar around your pup’s neck, then grab the wireless controller and the Bowlingual Voice will speak on your dog’s behalf”.
Not that a dog has much to say beyond “There’s trouble down at the mill!” and “When’s dinner?”, but it’s the concept that counts.
