According to a fairly recent book (2015) called The Book of Broken Promises, the American people have been charged some $400 billion by telecom companies (at the insistence of government) for fiber optic upgrades that have not materialized.

But they wanted to use the power of the government to Do Things Their Way. So the real enemy was cronyist government.
