Student loans wouldn’t be so high if universities didn’t think they could raise fees every semester. But they do that because there’s tons of government money and secure student loans that keep students in seats. If the university started losing applicants, the fees would start dropping.
Unintended consequences – for a definition, just look at any government run program.
